The Nigerian Communications Commission (NCC) has published a consultation paper proposing a framework for zero-rated access to educational platforms, a move designed to eliminate data charges for users of approved online learning resources.

In a public notice dated 23 June 2026, the regulator stated that the initiative aims to deepen digital inclusion and widen access to educational content, particularly for underserved populations.

Described as a preliminary stakeholder engagement, the consultation invites written submissions from industry players and the public by 9 July 2026. The paper is available on the NCC’s official website for review.

A public session is scheduled for 14 July 2026 at the NCC Head Office Annex in Abuja’s Mbora District, starting at 11:00 a.m., with virtual participation also available.

The NCC emphasised its commitment to transparency and inclusive policymaking, ensuring that the final framework reflects stakeholder input. Industry analysts suggest that, if effectively implemented, the policy could significantly boost digital education access for low-income communities.

The Commission reaffirmed its dedication to fostering innovation, enhancing connectivity, and driving sustainable growth across Nigeria’s communications sector.
