FCCPC Revives DEON Regulations After Court Affirms Validity

The Federal Competition and Consumer Protection Commission (FCCPC) has resumed implementation of the Digital, Electronic, Online or Non-Traditional Consumer Lending Regulations, 2025 (DEON Regulations), following a court judgement that upheld its authority to issue the rules.

The Commission had suspended enforcement in April 2026 after the Wireless Application Service Providers Association of Nigeria Ltd./Gte (WASPAN) obtained an interim order challenging the FCCPC’s statutory mandate. In a statement released on Monday, the Commission confirmed its immediate compliance with the interim order at the time, consistent with its adherence to the rule of law and judicial authority.

Reacting to the final judgement, FCCPC Director of Corporate Affairs, Ondaje Ijagwu, emphasised that the court’s affirmation enables the agency to discharge its responsibilities professionally and in full accordance with the law. He reiterated that the DEON framework is designed to promote responsible lending, strengthen regulatory accountability, curb unfair and exploitative practices, and bolster consumer protection across Nigeria’s rapidly growing digital lending market.

“Our objective has always been to ensure that innovation and financial inclusion flourish within a transparent, fair, and accountable regulatory environment that inspires confidence among consumers, investors, and responsible operators alike,” Mr Ijagwu stated.
