The bill, sponsored by Hon. Kambai Samuel Kozah, Member Representing Zango Constituency, scaled its third reading on Thursday, 29 May 2025, following a motion moved by Hon. Haruna Barnabas Danmaigona of Kauru/Chawai Constituency and seconded by Hon. Lawal of Gabasawa.
This legislative victory is set to boost technical education, research, and employment opportunities in Kaduna State, especially within the agricultural sector.
The Minority Leader, Hon. Ali Kalat (Jama’a Constituency), had earlier moved the motion for third reading, supported by Hon. Adamu Mohammed Shika (Giwa East).
The bill was initially introduced on 9 October 2024 and passed its second reading on 13 October. It was subsequently referred to the joint committee on Education, Agriculture and Judiciary for further scrutiny.
Chairman of the Committee, Hon. Muhammad Ismaila (Zaria Constituency), presented the final report, which was adopted after a motion by Hon. Usman D. Stigo (Kajuru) and seconded by Hon. Isiyaku Ibrahim (Makarfi).
Reacting to the bill’s passage, Hon. Emmanuel Kantiok (Zonkwa) praised the unity and commitment shown by members, saying the college would be instrumental in youth empowerment and rural development.
Hon. Kambai, visibly elated, thanked the Speaker, Rt. Hon. Dahiru Liman, and fellow lawmakers for their unwavering support, describing the legislative process as seamless and collaborative.
“I am grateful to my colleagues, especially the committee members who worked diligently to ensure this bill reached this point. I believe His Excellency Governor Uba Sani will sign it into law swiftly,” Hon. Kambai said.
He urged the Assembly leadership to expedite transmission of the bill to the governor, expressing confidence in its alignment with the state’s broader development agenda.
Hon. Kambai also called on youths in his constituency to remain peaceful and embrace the opportunities the institution would bring to the area, Kaduna State, and the nation at large.
