Yobe Government To Domesticate National Policy On IDPs

The Yobe State government is set to become the first in Nigeria, to domesticate the National Policy on Internally Displaced Persons (IDPs)after twelve years of existence.

Governor Mai Buni represented by his Secretary to the State Government, Baba Malam-Wali at a Special Session with Development Partners, revealed that the state will allocate 5 per cent of its 2025, 2026 and 2027 total budget, to support durable solutions for IDPs in the state.

‘Yobe is the first state in the country to take strategic steps to address the complex challenges of displacement in line and response to the United Nations Secretary-General’s agenda and solution to displacement.

“I am delighted to say Yobe state in the last 5 years successfully constructed, rehabilitated and established new structures, provided healthcare as well as constructed roads, provided electricity and water to make life more meaningful for the returning host communities”

“I am delighted to inform you, that Yobe state will commit 5 per cent of its 2025, 2026 and 2027 total budget for the durable solution of Internally Displaced Persons in the state” he said.

Earlier in his welcome remarks, the Project Coordinator, Solutions for the Internally Displaced and Host Communities, Dauda Suleiman had explained three key objectives that were to be discussed.

“The objectives are to enable the state to have clear strategies for the achievement of durable solutions for the displaced population through the solution pathways, afford internally displaced population to have social and economic opportunities and for the policy to ensure the state complies with the national, regional and international legal instrument to provide a comprehensive framework for the protection of IDPs,” he said.

The Yobe state government and the donour partners under its project solutions for the Internally Displaced and Host Communities (SOLID), met with representatives of the World Bank, United Nations Development Programme, International Organisation for Migration (IOM), United Nations High Commissioner for Refugees (UNHCR), among other partners to provide a durable solution for the IDPs.

The partners pledged to work with the Yobe government and the host communities, to ensure they return to their ancestral homes in a dignified manner.

It would be recalled, that the Nigerian government in 2012 came up with a National Policy on IDPs that makes provision for the protection of specific rights from displacement, protection and assistance especially for women and children who are the most affected.

Agribusiness : FG denies exclusion of North-East from SAPZ programme

The Federal Government said the statement by the National Assembly North – East Caucus that its zone was ” completely excluded” from the Special Agro-Industrial Processing Zone (SAPZ) programme was not correct.

The Minister of Agriculture and Food Security, Sen. Abubakar Kyari, stated this on Saturday in Abuja, while responding to the National Assembly North – East Caucus statement.

Kyari said that the Caucus in a statement had said that the North East was “completely excluded” from the SAPZ initiative.

The SAPZ is part of a strategic initiative of the Federal Government aimed at promoting agricultural industrialisation.

He said that the Renewed Hope Agenda of President Bola Tinubu has recognised the absolute need to avoid exclusion because one of the agenda is ‘Inclusivity’

Kyari said this was to ensure that all segments of the country and all relevant stakeholders and groupings were carried along in the design and implementation of government programmes.
He said that the SAPZ programme was inaugurated in 2022 based on its conceptual design of Phase 1 in 2019.

Kyari said that the project is a Federal Government enabled initiative with subscription by the State Governments of the Federation.

” All state Governments are expected to individually express Interest in the programme.

” For clarity the following steps were taken to arrive at the programme as it is today:The selection Process.

” In 2019, each state governor was notified in writing to express interest with an attached eligibility criteria that will enable them to participate in phase 1 of the programme,” he said.

He explained that upon receipt of their expression of interest, a joint team comprising the Federal Ministry of Agriculture, Federal Ministry of Finance, the African Development bank conducted a mission to each of the states to verify the fulfillment of the eligibility criteria as a selection process.

” This stage got eight States that qualified namely,Kaduna, Kano, Kwara, Oyo, Ogun, Imo, Cross River, and FCT.

” However, upon the assumption of office by this administration, we reviewed development potential of this programme under the renewed hope agenda of Mr President and decided that no state will be left behind,” he said.

He said Vice – President Kashim Shettima’s first international mission was to Rome, Food System summit where he galvanised more funding to enable us take more states.

” He embarked on a second mission to the World Food Price meeting in Des Moines, Iowa, U.S. where he obtained a commitment of 1 billion dollars from the President of the African Development Bank (AfDB) for the sole purpose of bringing on board more states,” he said.

Kyari further explained that SAPZ is a Subsidiary Loan Agreement Programme which meant that the Federal Government onboards the obtained loans to the state for the implementation of the programme.

” Considering this is a loan, it is solely the discretion of the state to participate or not, and we have cases where states have not expressed interest,” he said.

He said that the overall policy directive of President Tinubu was that all States must be brought on board adding that this would be in phases.

” We are convinced that as other states see the actuality of this project, they get more interested and therefore express their interest in being the first stage of being onboarded.

” Perhaps, this is the case with the North East Caucus seeing two landmark events being held back-to-back in Kaduna and Cross River,” he said.

The minister said that the phase 2 of the programme had already commenced in earnest.

” I have personally communicated to all the states that are not in phase 1 in written notifying them of the programme and to express interest.

” We have received Expression of Interests from 27 States but only 10 States fully complied with the eligibility criteria which includes Gombe, Borno and Bauchi States for the first tranche of phase 2 as they will be 3 tranches of onboarding states in the phase two,”he said.

Kyari expressed confident that more States would do the needful to fulfill the eligibility criteria to enable government capture them in the second tranche funding of phase 2.

” I therefore also want to appeal to the legislators especially the North East NASS Caucus to appeal to the other Governors u of Taraba, Yobe and Adamawa to reinvigorate their interest in the programme and to ensure they fulfil the eligibility criteria for the second phase,” he said.

He said that beyond the SAPZ Programme, the Federal Government had continued to provide targeted support for farmers in the North-East and across the country.

” We will continue to listen; and we’ve heard the statements of the representatives of the North East and we assure you all that the SAPZ Programme is for all Nigerians and each and every State of the Federation will be brought on board,” he said. (NAN)

NDLEA interdicts Malaysian returnee with meth consignment concealed in music speakers

Operatives of the National Drug Law Enforcement Agency, NDLEA, have arrested a 41-year-old ex-convict and Malaysian returnee, Ndubuisi Udatu (aka Richard) with two giant music speakers used to conceal four large parcels of methamphetamine.

The methamphetamine weighing 2.700kilograms for distribution in Yola and Mubi, Adamawa state, and across the border into Cameroon.

The NDLEA spokesman, Femi Babafemi, disclosed this in a statement issued on Sunday via the agency’s X handle.

Mr Babafemi said Ndubuisi was arrested inside a commercial transport bus at an NDLEA check point at Namtari along Ngurore -Yola road, Adamawa on Monday 7th April 2025.

“He was found with two new music speakers used to conceal four packages of methamphetamine and monetary exhibit of N22,300.

“In his statement, he claimed he returned to Nigeria to continue his illicit drug trade after serving out his jail term in Malaysia where he had been arrested, convicted and sent to prison for drug trafficking offences”, he said.

FHA Brainstorms at 3 Day Workshop

Federal Housing Authority, FHA, Saturday 13th, April, 2025 held a workshop on Adapting to Change: Exploring Challenging and Breakthroughs in Housing Development over the past year.

The workshop which is a follow up to the Retreat held July 2024 aimed at re – appraising what the Authority has been able to achieve within the past year, where the Authority is now and where it will be in the next one year.

The Managing Director and Chief Executive, Hon Oyetunde Ojo in his opening remarks and Programme Overview, noted that the programme was designed to be in – house to enable staff speak to themselves frankly and practically out of everyday work experience.

He noted that getting external facilitators to re – appraise the Authority over the past one year may not yield the desired result.

He therefore called on all participants to be free to ask any questions and make contributions they feel would be useful in advancing the cause of the Authority.

Hon Ojo used the opportunity to list out some of the achievements and improvements the current Executive Management have been able to achieve in their stay in office.

Such achievements as digitalization of the Authority , improved internet services within the office, linking the Zonal offices for live time interaction.

The Managing Director also noted that his management has been able to give permanent appointments to adhoc staff who have worked and contributed to the growth of FHA as well as physically challenged persons that served in the Authority.

On welfare, the Chief Executive officer said that conducive working environment have been provided for staff. He pointed out the conversion of the newly built MD/CEO’s office complex to offices for staff, the renovation of offices and provision of working tools for staff.

Hon Ojo used the medium to implore members of the public to refrain from attacking and assaulting staff of the Authority or any FHA subsidiary while carrying out their lawful duties.

In his words, he said, …” I will rather resign if I don’t get justice for any of my assaulted staff”.
On the Authority’s current financial stability, he stated that management found It most repugnant that the Authority has been grossly short changed in the statutory fees it charged. According to him,” the EMC found it ridiculous that contactors dictate what happened in the Authority.

“My management refused this and after due deliberations and consultations decided to adequately place our charges to where is currently. ”

The Managing Director noted that revenue does not come to meet you, rather you go out to meet revenue. Consequently, he said that was what has made him to lead revenue drive and enforcements to enable management to meet her finacial obligations.

The increase in the revenue base he said results in regular payment of salaries, quick implementation of the minimum wage, quick payment of all remunerations.

These are factors he said are motivators of staff for effectiveness and excellence.

Hon Ojo also pointed out that for the first time in many years, FHA under him participated on the Federal Civil Service games, and will continue to participate. He also announced that FHA football team has registered for the 2025 Abuja Amateur league.

The Managing Director also announced that the Authority has lined some projects for commissioning. Some of such projects are the 59 shops Gwarinpa Shopping Mall, 100 units of houses in FHA Estate Ajoda, Ibadan, Oyo State as well as the Lugbe Shopping complex.

He also said that the contractors in Bwari project site Abuja have been paid, and that the Authority is in the process of sand filling and reclaiming its land in Festac Town Lagos.

Finally, the Managing Director announced that the Authority’s Research and Innovation department has become functional and would among other things carry out integrity test for FHA and clients from outside.

The 3 day Workshop drew participants and speakers from Federal Housing Authority and the subsidiaries; FHA Mortgage Bank Ltd FHAMB and FHA Energy Distribution Company Limited.
