ENUGU, Nigeria – The Enugu State Police Command has successfully raided suspected criminal hideouts along the New Artisan corridor, destroyed a drug peddling hub, and taken one suspect into custody, the command announced on Wednesday.

The operation, carried out by the command’s Anti-Cultism Tactical Squad around midnight on April 5, was part of a broader crime prevention patrol aimed at flushing out criminal elements from the bustling commercial and residential axis. New Artisan, a densely populated area in Enugu South Local Government Area, has long been flagged by residents as a hotspot for illicit activities, including drug trafficking, theft, and cult-related violence.

According to a statement issued by the command’s spokesman, Superintendent of Police (SP) Daniel Ndukwe, the raid yielded significant recoveries, including quantities of dried weeds suspected to be marijuana, several bags containing clothing believed to have been stolen from victims, 11 SIM cards from various mobile networks, a pair of scissors, and other incriminating exhibits.

Drug Bunk Destroyed, Makeshift Structures Demolished

SP Ndukwe further disclosed that the operatives not only dismantled drug peddling and consumption hubs but also destroyed makeshift structures that had been allegedly converted into criminal hideouts. These structures, he explained, had served as safe havens for suspects to store stolen goods, process illicit substances, and plan criminal operations.

“The team successfully disrupted related criminal activities in the area and demolished the illegal structures being used as operational bases by the suspects,” SP Ndukwe stated. “Investigations are ongoing to apprehend other members of the criminal network and uncover the full extent of their operations.”

The destruction of the drug bunk is particularly significant, as Enugu State has witnessed a surge in substance abuse among young people in recent years. Community leaders have repeatedly called on security agencies to crack down on open drug markets, which they say fuel petty crime and violence in residential neighbourhoods.

Suspect in Custody

The arrested suspect, identified as Francisco Olugba, aged 29, remains in police custody and is assisting investigators with inquiries. While no further details about his alleged role in the criminal network have been released, police sources indicate that he was apprehended at one of the hideouts during the raid and may face charges including unlawful possession of narcotics, receiving stolen property, and belonging to an unlawful society.

SP Ndukwe did not disclose whether the suspect had any prior criminal record or affiliations with known cult groups. However, the involvement of the Anti-Cultism Tactical Squad suggests that authorities suspect a link between the hideouts and secret cult activities, which remain a persistent security challenge in Enugu and across much of the South-East geopolitical zone.

Commissioner of Police Vows Continued Crackdown

Reacting to the successful operation, the Enugu State Commissioner of Police, Mamman Giwa, reaffirmed the command’s unwavering commitment to sustaining proactive policing strategies aimed at combating crime and ensuring the safety and security of all residents.

“These criminal hideouts will have no place in Enugu State,” Mr Giwa was quoted as saying in the police statement. “We will continue to identify, raid, and dismantle any location used for illegal activities, no matter how hidden or fortified.”

The commissioner also appealed to members of the public to remain vigilant and report suspicious activities within their communities. He assured residents that all information provided would be treated with utmost confidentiality and acted upon promptly.

Community Reactions

Residents of the New Artisan axis have welcomed the police action, describing it as long overdue. Many had previously complained about the brazenness of drug peddlers and suspected thieves who operated with impunity in broad daylight.

“We are grateful to the police for finally taking action,” said a trader who owns a shop near the raided hideouts and spoke on condition of anonymity for fear of reprisal. “Those young men have been terrorising us for months. They smoke marijuana openly, harass passers-by, and we suspect they are behind several burglaries in the area.”

Another resident, a mother of three, expressed hope that the raid would bring lasting peace to the neighbourhood. “Our children cannot play outside safely because of these criminals. I pray the police follow through and arrest all of them,” she said.

However, some residents called for sustained patrols and community policing initiatives to prevent the hideouts from being reoccupied once the police presence is reduced.

The Broader Context: Crime in Enugu State

Enugu State, often regarded as one of the more peaceful states in South-East Nigeria, has nonetheless witnessed a rise in cult-related violence, armed robbery, and drug trafficking in recent years. The state government, in collaboration with security agencies, has launched several initiatives aimed at tackling the root causes of crime, including youth unemployment and substance abuse.

The Enugu State Drug Action Committee, established in 2023, has been working to reduce the supply and demand for illicit substances through law enforcement, public awareness campaigns, and rehabilitation programmes. However, the persistence of open drug markets in areas like New Artisan suggests that enforcement efforts must be intensified.

Legal Implications

Under Nigerian law, unlawful possession of narcotics such as marijuana (cannabis sativa) is a criminal offence punishable by imprisonment, particularly when the quantity suggests an intent to distribute rather than for personal use. The National Drug Law Enforcement Agency (NDLEA) typically prosecutes such cases, but the police have the authority to make arrests and initiate proceedings.

Additionally, belonging to an unlawful society – including secret cults – is prohibited under the Criminal Code and various state laws, with penalties ranging from fines to lengthy prison terms. If Mr Olugba is found to have links to a cult group, he could face separate charges under the Enugu State Anti-Cultism Law.

The recovery of 11 SIM cards is also noteworthy, as such items are often used by criminals to communicate anonymously or to facilitate fraud. Investigators will likely examine the SIM cards for evidence of criminal conspiracy or communication with other wanted suspects.

What Happens Next?

With investigations ongoing, the police are expected to intensify efforts to track down other members of the criminal network. This may involve surveillance, intelligence gathering, and potentially more raids in adjoining areas. The police have not ruled out the possibility of arresting additional suspects in the coming days.

Meanwhile, the arrested suspect, Francisco Olugba, will remain in custody pending the conclusion of investigations. Thereafter, the case file will be forwarded to the Director of Public Prosecutions for legal advice, after which Mr Olugba is expected to be arraigned before a magistrate’s court.

Call to Action for Residents

The Enugu State Police Command has urged residents to continue cooperating with security agencies by providing timely and actionable intelligence. Citizens can report suspicious activities through the command’s emergency lines or by visiting the nearest police station.

“The fight against crime is a collective responsibility,” SP Ndukwe emphasised. “We urge law-abiding citizens to speak up and not allow criminals to hold any community hostage.”
