In a bid to counteract its dwindling birth rate, China announced on Monday the implementation of an annual childcare subsidy of 3,600 yuan (around $500) for each child until the age of three.

Factors such as the soaring costs of childcare and education, along with economic uncertainty, have discouraged many young Chinese from pursuing marriage and parenthood.

The new subsidies will commence this year, providing partial support for children under three born prior to 2025, benefitting over 20 million families with young children, according to the state-run Xinhua news agency.

Described by the National Health Commission as an “important national livelihood policy,” these direct cash subsidies aim to “reduce the financial burden associated with childbirth and parenting.”

While experts view this initiative positively, they express concerns that the subsidy amount may be too modest to effectively incentivise people to have children. China’s population has seen a decline for three consecutive years, with experts warning of a worsening trend due to decades of low birth rates caused by the one-child policy in place from 1980 to 2015, alongside rapid urban development.

In the past two years, various provinces have rolled out childcare subsidies that vary significantly, ranging from 1,000 to 100,000 yuan, inclusive of housing benefits. The new national programme will be funded by the central government rather than local authorities, with more details set to be announced on Wednesday.

Zichun Huang, an economist at Capital Economics, noted that the financial amounts involved are unlikely to produce immediate effects on birth rates or consumption. However, he acknowledged that this policy represents a significant milestone in providing direct financial support to households, potentially laying the groundwork for future fiscal measures.

Citi Research anticipates a total disbursement of 117 billion yuan in the latter half of this year through the initiative, arguing that its relevance lies more in consumption policy than in population policy. “It remains to be seen whether this national programme will effectively influence the fertility rate,” they stated in a note.

In 2024, authorities have initiated various “fertility-friendly” strategies to address the challenge of approximately 300 million individuals entering retirement over the next decade, a demographic equivalent to nearly the entire population of the United States. Demographer Emma Zang from Yale University remarked that while a national scheme may enhance coordination and signal a stronger commitment from central authorities, more comprehensive efforts are essential. “Without sustained structural investment in affordable childcare, parental leave, and job protections for women, the impact on fertility is likely to remain minimal,” she added.
