House Committee to Review Nigerian Navy’s Foreign Military Purchases

The House of Representatives Committee on Navy has announced plans to investigate the procurement process for foreign military platforms by the Nigerian Navy.

Chairman Rep. Yusuf Gagdi (APC-Plateau) made the announcement during a press briefing following a meeting with the Navy’s leadership in Abuja on Monday.

Gagdi emphasized that the committee was not adequately informed during the acquisition process and criticized the Navy for failing to respond to requests for documentation necessary for comprehensive oversight of the agency.

The committee expressed concerns about the procurement of foreign military platforms without their knowledge. Gagdi stated, “We have come to ask questions regarding taxpayers’ money and how appropriated funds are being utilized by the Navy.”

He also highlighted inquiries regarding presidential interventions and the treatment of junior naval officers, specifically mentioning the controversial case of Seaman Haruna Abbas, who was dismissed after six years in detention.

“It is our duty to advocate on behalf of the Nigerian people and address these critical issues. We will conduct an oversight visit to assess how resources are being utilized before making any further comments,” Gagdi added.

The committee expressed dissatisfaction with the Navy’s handling of Seaman Abbas’s disciplinary case, which drew public outcry after his wife brought attention to his prolonged detention without trial. The situation resulted in widespread condemnation prior to Abbas’s trial and subsequent dismissal.

In response, Chief of Naval Staff Vice Admiral Emmanuel Ogalla informed the committee that the Navy is grappling with numerous challenges, including insufficient resources that hinder its operational effectiveness. He noted that, in addition to military duties, the Navy plays a crucial role in policing waterways, supplementing the Nigeria Customs Service, which lacks deep-sea policing capabilities.
