LG Autonomy Key To Curbing Rural-Urban Drift In Nigeria – University Don

A university don, Professor Edward Adiele has said granting autonomy to local government councils is key to solving rural-urban drift in Nigeria. He also stated that local government autonomy, if well harnessed can lead to economic development in the country.

The Professor of Educational Planning at the Ignatius Ajuru University of Education, Port Harcourt, attributed most of the political crisis in the various states across Nigeria to struggle for local government control.

Adiele spoke yesterday while delivering a keynote address titled: “Local Government Autonomy: The Bedrock for Rural Communities Development,” at the grand finale of the first edition of Chief Tony Okocha Academic Excellence Challenge Quiz and Essay Writing contest in Port Harcourt.

He described the topic as apt, noting that it is coming at the heels of heightened agitation and calls for full autonomy of local governments in Nigeria.

The university don defined local government as a political entity and authority which is purposely created by law or constitution for local communities by which they manage their local public affairs within the law and constitution.

While dedcribing autonomy as the ability to make your own decision about what to do, rather than being influenced by someone else, the right to self government and independence, he posited that the conceptual interpretation of local government autonomy is perceived as local self government or grassroots democracy aimed at giving the people at the grassroots the fullest opportunity in determining their own destiny.

He said: “Each tier of government must exist not as an appendage of another, but as being able to exercise its own will in thr conduct of its own affairs, free from the directive of another level of government.

“Local government autonomy will only be meaningful in a situation where each level of government is not constitutionally bound to accept dictates or directives from the other level of government.”

He also described local governments as a veritable agent of development and grassroots participation in the democratic process.

“The local governments are therefore the closest to the people and therefore in a better position to appreciate the real problems of the people and serve as the most democratic agent for mobilizing the people for positive socio-economic and grassroots development.

“Growth point must emerge from the local government areas in Nigeria and provide the much-needed push to agitate and energies productive activities in rural communities to reverse the phenomenon of rural-urban drift.

“It is because the flashpoint for growth is moved to the state or federal that is why rural dwellers migrate to the state and when rural dwellers migrate to the state, leaving their local environment, they constitute nuisance. Of course that is the cause of the social vices we are having at the state level.”

According to him, some of the ways local governments can use to achieve rural community development to drive national economic development include; agriculture, infrastructure, healthcare, sensitisation and mobilisation, educational services in communities, training ground for political participation.

“Local governments in Nigeria must be granted full autonomy by making them have legal powers to achieve specific goals, most importantly, they must enjoy substantial autonomy in financial matters without excessive but complementary control by higher authority. This is so because fiscal autonomy in local government administration is generally believed to be the best tool efficient service delivery in rural communities development,” he added.

Meanwhile, Blessed Child Academy scored 270 points to emerged overall winners of the quiz competition, going home with cash award of N200,000.00. Praise EL school emerged second position with 255 points, going home with N150,000.00 while Domino Pizza Memorial School came third with 253 points, going home with N100,000.00.

Also, Praise Ogbowoma Okiri emerged winner of the Essay Writing Category, scoring 98%, going home with N200,000 and a laptop. The first runner up, Nwosu Testimony Chukwurah scored 95% going home with N100,000 and a phone, while the second runner up,Nwanfor Desmond Chukwuka, who scored 90% went home with N100,000.00 cash awards.

In his speech, Chief Tony Okocha thanked the participating schools and the organizers for making the event a success. He stressed confidence in the transparency of the panel of judges that brought about the winners.

He also promised to make the competition an annual event and thanked the facilitator, Comrade End well Otonnah, whom he said is the brain behind the competition.

Okocha, who is the acting Chairman of the All Progressives Congress (APC) in Rivers State, however, criticized the Rivers State Independent Electoral Commission (RSIEC) for fixing a timetable for local government elections in the state without inviting both the APC and the PDP to the meeting.

In an interview with Leadership the winner of the essay writing and a student of the University of Port Harcourt (UNIPORT), Praise Ogbawoma Okiri said he didn’t expect to win as this is his first ever essay competition.

“This is actually a boost for me because I have never ever contested for something like this before. I want to tell my mother I made her proud, I want to tell my father I made him proud. At least this will spur me to greater exploits,” he stated.

FG reopens Enugu Airport April 28

The Federal Government of Nigeria has announced that the Akanu Ibiam International Airport in Enugu will reopen for flight operations on April 28, following the completion of emergency runway repairs.

The Director of Public Affairs and Consumer Protection, Federal Airports Authority of Nigeria (FAAN), Mrs Obiageli Orah, disclosed this in a statement on Saturday.

The News Agency of Nigeria (NAN) recalls that on April 18, FAAN announced the closure of the airport for repairs due to a sudden and significant rupture in the asphalt surface at a critical section of the runway.

According to Orah, the work was scheduled to begin on April 22 and concluded before reopening on May 6.

“However, rehabilitation works on the runway have been completed, and the runway is cleared for landings and takeoffs by the engineers working with FAAN.

“FAAN appreciates all airport users and stakeholders for their understanding and cooperation during this time.

“The Authority sincerely apologises for the inconvenience but assures the public that all actions were taken in the interest of safety,” Orah said.

The News Agency of Nigeria (NAN) reports that the faulty runway had caused airlines operating in the airport to either suspend operations or divert flights to nearby airports. (NAN)

FCT Orders Crackdown On Unregistered Hospitals After Pregnant Woman’s Death

The Minister of the Federal Capital Territory, Nyesom Wike, has ordered a clampdown on unregistered hospitals and quack medical personnel operating within the territory.

In a statement issued on Saturday by the Senior Special Assistant to the FCT Minister on Public Communications and Social Media, Lere Olayinka, the Minister warned, “Henceforth, anyone found to be operating or working in an unregistered health facility should be arrested and prosecuted.”

According to the statement, Wike issued the directive following the death of a 35-year-old pregnant woman, Chekwube Chinagorom, after a caesarean section at Afolmi Hospital, a private, unregistered facility located in Durumi, Abuja.

The statement described the incident as unfortunate, stressing that despite the free registration of pregnant women into the Federal Capital Territory Health Insurance Scheme, many still patronise unsafe health facilities.

“In the FCT, vulnerable persons, including pregnant women, enjoy free enrollment into the FHIS, which allows them free access, through the Primary Health Care Centres, to all services covered in the Basic Minimum Package of Health Services,” Olayinka said.

He further noted that several hospitals in the FCT, including Gwarinpa, Nyanya, Abaji, and Kuje General Hospitals, have been designated as Comprehensive Emergency Obstetric and Neonatal Care centres, offering cesarean sections free of charge.

“Our pregnant women are once again urged to take advantage of this free health insurance scheme and stop visiting quack medical personnel and unregistered health facilities,” Olayinka added.

According to the statement, Chinagorom was brought in dead to Asokoro District Hospital after undergoing a caesarean section at Afolmi Hospital. While she died, her baby was delivered alive and referred to Asokoro Hospital for care.

An investigation by the Private Health Establishments Registration and Monitoring Committee revealed that Afolmi Hospital was not duly registered. During inspection, only one staff member, Mr. Simon Elisha Godiya, a Junior Community Health Extension Worker, was found on duty.

“Mr. Godiya reported that the surgical operation was performed by one Murtala Jumma in conjunction with another unidentified individual. All attempts to reach Murtala Jumma via phone were unsuccessful.

“Shortly after the PHERMC team arrived at the facility, a detachment of officers from the Nigeria Police, Durumi Divisional Headquarters, also arrived. The case was immediately handed over to the Police for further investigation.

“The officer in charge requested that the PHERMC team accompany them to the station to formally record the incident, and the team complied accordingly.

“The Nigeria Police is currently assisting in identifying the individuals responsible for the surgery, verifying their qualifications, and investigating the circumstances that led to the death of the late Chekwube Chinagorom at Afolmi Hospital,” the statement added.

Gunshots Disrupt Rally Of Pro-Wike Supporters In Bayelsa

There were some moments of apprehension when gunmen invaded the venue of a rally organised by loyalists of Nyesom Wike, minister of the federal capital territory (FCT), in Bayelsa state.

Some minutes after the rally started at Igbogene in Yenagoa on Saturday, gunshots suddenly echoed in the air.

Attendees began to scamper for safety following the sounds of gunshots said to have been fired from a nearby bush close to the venue of the rally.

After the sounds subsided, the attendees returned to the venue as the organisers insisted on continuing the rally.

The organisers went ahead with the rally after the shooting incident.

PDP chieftains in Bayelsa and other states in the south-south zone, who are loyal to the FCT minister, attended the rally.

The rally is being organised by New Associates, a pro-Wike political group. The convener is George Turnah, a chieftain of the Peoples Democratic Party (PDP).

The rally is “in solidarity and appreciation of President Bola Tinubu and Nyesom Wike for facilitation and appointment of notable sons and daughters of Bayelsa into positions of authority”.

The build-up to the rally elicited varied reactions as Douye Diri, the governor of Bayelsa, had insisted that the event was likely to trigger violence in the state.

However, Wike’s supporters dismissed the governor’s comment and vowed to go ahead with the rally — initially scheduled for April 11 at Tombia roundabout open field in Yenagoa.

On April 3, the high court in Yenagoa restrained Wike’s supporters from holding the rally in the state.

The order was made following an ex parte application filed by Biriyai Dambo, Bayelsa attorney-general.

To counter the move of Wike’s supporters, supporters of Diri had organised a separate rally at the same location and on the same day.

Due to the development, Wike’s supporters postponed their planned rally to April 26 to avoid potential clashes.
