The true strength of any government is measured not only by the infrastructure it builds, but also by the quality of the people and institutions entrusted with sustaining those achievements.
Roads, bridges and public facilities are indispensable, but their long-term value depends on a capable, ethical and forward-looking public service.
It is against this background that the approval granted by the Minister of the Federal Capital Territory, Barr. Nyesom Ezenwo Wike, for the commencement of the FCT Leadership Enhancement and Development Programme—popularly known as FCT LEAD-P—deserves special commendation.
The decision represents another important dimension of the Minister’s transformation agenda. While his infrastructural revolution is changing the physical landscape of the nation’s capital, the commencement of LEAD-P demonstrates an equally important commitment to building the human and institutional capacity required to sustain that transformation.
LEAD-P is one of the core capacity-building and talent-management programmes developed under the Federal Civil Service Strategy and Implementation Plan. The Office of the Head of the Civil Service of the Federation recognises it as a flagship programme for identifying, training, mentoring and preparing high-potential officers for future leadership responsibilities.
It is designed primarily for promising civil servants on Salary Grade Levels 10 to 14 who possess the potential, commitment and adaptability required to become future leaders of the Service. The official federal framework places LEAD-P at the heart of efforts to build a knowledgeable, competent and future-ready public service.
For the FCTA, however, the journey to this point was neither short nor easy. Before the appointment of Barr. Wike as Minister of the FCT, several efforts had been made over the years to commence the programme. Despite the commitment of officers who believed strongly in its value, those attempts did not secure the institutional support, funding and political approval required to move the programme from proposal to implementation.
Those of us who were directly involved in the process understand the significance of the Minister’s intervention. His approval broke a long-standing barrier and gave practical expression to an idea that had remained on the drawing board for years. It is a clear demonstration that the Minister appreciates a fundamental principle of governance: sustainable development requires both physical infrastructure and competent people.
The FCT LEAD-P guidelines emphasise merit, transparency and competitiveness. The initial selection process attracted 975 officers, who participated in a computer-based assessment for placement in the first cohort. This strong response reflected the desire among FCTA officers for structured professional development and opportunities to contribute more meaningfully to the Administration.
Successful participants are to undergo a comprehensive leadership-development journey combining classroom instruction, practical assignments, coaching, mentoring, collaborative projects, rotational exposure and structured attachments to reputable organisations.
The federal model also incorporates private-sector internships to expose officers to efficient work processes, organisational values, ethics, innovation and effective management practices. The Aig-Imoukhuede Foundation, a partner in the federal programme, describes this practical exposure as essential to bridging the operational divide between the public and private sectors.
The FCTA version has been carefully tailored to the peculiar structure and responsibilities of its Secretariats, Departments and Agencies. Its curriculum covers strategic management, public financial management, strategic human-resource management, performance management, project development, workforce planning and budgeting, stakeholder engagement, negotiation, conflict management, communication, presentation and speech writing, coaching, mentoring and records management.
Participants will also gain sector-specific knowledge in infrastructure development, integrated planning, engineering project management, e-governance, data analysis, economic planning, social research, community development, service delivery and regulatory compliance. This combination of general leadership competencies and sectoral expertise will enable beneficiaries to function effectively across different parts of the FCTA.
The benefits to the Administration are extensive.
First, LEAD-P will establish a credible pipeline for leadership succession. Many public institutions struggle when experienced officers retire without adequately preparing those coming behind them. Through structured mentoring, coaching and exposure to higher responsibilities, the programme will prepare promising officers to assume future roles as directors, permanent secretaries and other senior public-service leaders.
Second, the programme will create a pool of competent officers who can be deployed to strategic service-wide assignments. These officers will be capable of supporting political leadership, coordinating critical projects, participating in reform teams and responding to complex administrative challenges with professionalism and confidence.
Third, LEAD-P will help close identified knowledge and skills gaps within the FCTA. The programme is deliberately practical and workplace-focused. Its training content is intended to produce officers who can translate policies into measurable results, prepare quality reports and briefs, manage projects, analyse data, engage stakeholders and use technology to improve service delivery. The redesigned federal training framework similarly emphasises job-ready, practical and standardised learning rather than routine or purely academic instruction. The Public Service Institute of Nigeria identifies closing workplace knowledge and skills gaps as one of the principal purposes of the programme.
Fourth, the programme will strengthen ethical conduct, accountability and citizen-centred service. Leadership in the public service is not merely about occupying senior positions. It requires integrity, discipline, empathy, sound judgement and a clear understanding that government exists to serve the people. LEAD-P seeks to develop officers whose competence is matched by the right values and attitude.
Fifth, cross-posting, collaborative assignments and external attachments will reduce institutional silos. Participants will gain a broader understanding of how different FCTA Secretariats, Departments and Agencies work together. This will improve interdepartmental coordination, encourage knowledge sharing and promote a unified approach to addressing the increasingly complex needs of residents of the Federal Capital Territory.
The programme will also improve staff motivation and retention by demonstrating that dedication, competence and potential can be recognised and deliberately developed. A civil service that provides credible pathways for learning and advancement is more likely to retain its best talent and inspire officers to pursue excellence.
Evidence from the federal implementation shows that LEAD-P graduates are expected to be strategically deployed and placed under senior-level mentorship so that the knowledge acquired is converted into institutional performance. The programme is intended to change mindsets, strengthen self-awareness, address succession-planning challenges and produce officers capable of driving critical government projects. Reports on the federal programme also identify improved efficiency, results, knowledge and public perception among its long-term objectives.
The FCT Minister’s approval must therefore be understood as more than permission to conduct another training programme. It is an investment in institutional continuity, improved policy implementation and sustainable service delivery. It complements the Minister’s unprecedented infrastructural achievements by ensuring that the FCTA develops the leadership capacity needed to manage public assets, implement reforms and respond effectively to the expectations of a rapidly growing capital city.
The late Head of the Civil Service of the FCT, Mrs. Grace Adayilo, played an important role in laying the foundation for the programme’s implementation. The continued commitment of the Office of the Head of the Civil Service, the Common Services Secretariat, resource persons and the LEAD-P implementation team will be essential to realising the Minister’s vision.
The responsibility now rests on all stakeholders to preserve the integrity of the programme. Selection must remain merit-based, training must remain practical, and graduates must be deliberately deployed to assignments where their abilities can deliver measurable value. LEAD-P should not end with certificates; it must produce visible improvements in leadership, productivity, innovation and citizens’ experience of government services.
By approving the commencement of FCT LEAD-P after years of unsuccessful attempts, Barr. Nyesom Wike has demonstrated that his reform agenda extends beyond concrete structures to the people who run the system. He is not only transforming Abuja’s physical landscape; he is helping to build the generation of public servants who will protect, manage and sustain that transformation.
That is how enduring institutions are built—and it is a legacy worthy of commendation.
