The Nigerian Communications Commission (NCC) has entered into a strategic operational lease agreement with the Enugu State Government for the management of its Digital Industrial Park and NCC Learning Centre in Enugu, a move designed to accelerate digital skills development, foster innovation, and drive economic growth.

Announced on Wednesday, the partnership seeks to bridge the critical gap between digital infrastructure availability and the productive capacity to harness technology, as artificial intelligence, automation, and other emerging technologies continue to reshape global industries and economies.

In a statement, the Commission underscored that investment in digital literacy is as vital as investment in physical infrastructure, stressing that access to technology must be complemented by the expertise required to deploy it effectively.

The Digital Industrial Park and NCC Learning Centre, originally established as hubs for innovation, entrepreneurship, and human capital development, are expected to function as platforms for deepening digital competencies, supporting startups, attracting investment, and generating employment opportunities.

According to the NCC, the activation of these facilities by the Enugu State Government will provide young people with access to 21st-century skills, enable entrepreneurs to transform ideas into viable enterprises, and connect local businesses to broader markets across Nigeria and beyond.

The Commission further noted that the initiative would position Nigeria as a competitive destination for business process outsourcing, knowledge process outsourcing, and other technology-driven services.

It emphasised that infrastructure alone does not drive innovation; rather, people, ideas, and collaborative partnerships remain central to achieving sustainable development in the digital economy.

The NCC added that the agreement aligns with the Federal Government’s Renewed Hope Agenda and its broader vision of building a one-trillion-dollar economy anchored on productivity, innovation, and private sector growth.

Reaffirming its commitment, the Commission stated that it would continue to support initiatives that expand digital opportunities, strengthen human capital development, and ensure inclusive access to the dividends of the digital economy.

The Enugu State Government is expected to lead the operationalisation of the facilities, with a view to maximising their impact on the state’s rapidly growing technology ecosystem.
