The project “Construction of an e-library facility in Katsina federal constituency” came to light as one among the Zonal Intervention Projects, (Constituency Projects) nominated by Hon. Isansi in the year 2020
Katsina state, among the seven states in the Northwest geo political zone is on its way to actualize digital connection through a constituency project nominated by the lawmaker representing Katsina central federal constituency in the national House of Representatives, Hon. Salisu Iro Isansi.
The lawmaker expressed the beneficial motif behind the constituency project during the flag-off ceremony, in an event held in Katsina, in November 2020. He said the project was born out of his conviction that digital education is the only concurrent bedrock to every society. “The good people of Katsina deserve better and the only resolution to achieve that is to make a provision for a project that can connect them to the world. An educational project that will enhance digital learning in a conducive environment and to promote reading culture in the state’s capital”
THE ONGOING E-LIBRARY PROJECT
The project “Construction of an e-library facility in Katsina federal constituency” came to light as one among the Zonal Intervention Projects, (Constituency Projects) nominated by Hon. Isansi in the year 2020. A sum of 50 million Naira was approved for the project under the supervision of Border Community Development Agency, (BCDA).
Further investigation reveals that a sum of 49 million Naira was disbursed for the project execution, and the released funds can only cater for the construction of the e-library building without the equipment. The construction of the e-library building has been completed since February 2021.
“This kind of standard e-library facility that we are projecting has never been in existence before in Katsina state. The facility would enhance a running borehole water, reliable power supply, and it will also accommodate internet services, all these cannot be achieve with 50 million Naira we cannot lie to ourselves, this project has to be extended to the following year for it to reach its level of completion” says Dr. Muhammad Hassan Rapidadi, chairman committee on works for hon. Isansi.
Furthermore, the continuation of the project was included in the year 2021 Zonal Intervention Projects for 20 million Naira. It is expected that these funds would lead the ongoing e-library project to its final stage of implementation.
When this reporter visited the site that housed the e-library building, so unfortunate, the building was under lock and key. The ongoing e-library is hosted in the same vicinity as the state library.
Nearby resident and staff of the state library told this reporter that the decision to lock up the building is for security purposes “the building was not locked before, the reason is mainly because of security reasons” says Mrs. Halima Mohammad, a staff of the state library. Similarly, “strange faces are coming here to inspect the project, which was what orchestrated the lock up” says Nura Abdul, nearby trader.
Although the building was under lock and key, however, there are attestations that welding and furnishing works have been carried out from time to time in the building in the recent times prior to the visitation by this reporter. “One month ago, we observed that some men came for furniture works in the building, I can tell you now that there is development in the sitting arrangement” says Halima Muhammad, a staff of the state library. “Not quite long, some welder came with their machine to make some measurements, and they made some demarcation inside the building” says Rufai Ibrahim a staff of the state library.
When reached for comment, Dr. Muhammad Hassan Rapidadi a senior lecturer in Umaru Musa Yar’adua University who also double as the chairman for works for Hon. Isansi. He said “Many people do not understand the technicalities on how the government works, the funding for the project has been released but all will not be done in one day”
He added that “The e-library equipment is on the way. By God’s grace before the end of this year, this project will surely be commissioned”.
