New Year’s Broadcast: HURIWA Tells Buhari To Blame His Nepotistic Appointments For Divisions And Insecurity

By Musa Sunusi Ahmad

The Prominent Civil Rights Advocacy group-:HUMAN RIGHTS WRITERS ASSOCIATION OF NIGERIA (HURIWA) has counselled President Muhammadu Buhari to stop crying wolf over the political vicissitudes afflicting the nation but to reflect deeply and intropectively on his deeply divisive nepotistic and discriminatory practices of trusting only persons of his religion or ethnicity to hold sensitive internal security jobs under his administration since he came on board as a democratically elected president in the year 2015.
The Rights group said the attempt by the President, Muhammadu Buhari to pass the blame to some inexplicable forces is at best an attempt at sophistry and deception just as the Rights Advocacy group HUMAN RIGHTS WRITERS ASSOCIATION OF NIGERIA (HURIWA) asked the President to amend his political modus operandi and to behave like a statesman by giving appointments into strategic national security portfolios to the most competent and meritorious patriotic Nigerian from all religious and Ethnic affiliations.
The Rights group said what the President does is to practice his deep rooted nepotism and favouritism in appointments whereby he prefers his fellow Fulani/Hausa Northern Moslems to hold such strategic portfolios as heads of Department of States Services; Inspector General of Police, Comptroller Generals of Customs and Immigration; Director General of National Intelligence agency and the Nigerian Civil Defence Corp, all of which are Northern Moslems.
HURIWA reminds President Muhammadu Buhari that his nepotistic and skewed appointments of only his people of same religion and Ethnicity is also the most treacherous acts of corruption and a grave threat to the National Security of the Federal Republic of Nigeria apart from the intrinsic reality that this illegal practice offends sections 14(3) and 42(1) of the Constitution of the Federal Republic of Nigeria of 1999 as amended which speak to the twin critical components of Federal Character principles and the absolute deligitimisation of discrimination on the bases of ethnicity, religion or political affinities.
The Rights group said the President has failed to use the opportunity of his reflection on the bloody attacks against Nigerians by a broad range of armed non state actors, terrorists, bandits, kidnappers, armed Fulani herdsmen, cultists of the last twelve calendar Months to tell Nigerians categorically on his pragmatic approach to solving the widespread insecurity and the widening spectre of bloody attacks but he rather went round and round in a circus with no deliverables but played on sophistry and deception.

HURIWA recalled that the President had on security stated as follows: “Re-energizing and reorganizing the security apparatus and personnel of the armed forces and the police with a view to enhance their capacity to engage, push back and dismantle the operations of both internal and external extremist and criminal groups waging war against our communities in some parts of the country. In line with the current security challenges, we are facing as a Nation, I would like to reiterate the promise I made recently when over 300 of our boys abducted from Government Science Secondary School, Kankara were successfully rescued by our security operatives. The professionalism shown by our Security Forces and the collaboration from all stakeholders across both State and Federal Governments that led to the successful rescue of the boys is proof that Nigeria has the internal capacity to decisively deal with terror attacks on our citizens. However, we recognize that we rapidly have to move to a more proactive and preemptive posture to ensure that these sorts of traumatic incidents do not become a norm. Our administration is fully aware of the responsibility we have to protect the lives and property of all Nigerians, and we will not relent in learning and adapting to changing threats to our national security and civic wellbeing.”
The Rights group said these empty rhetoric about the few cases that some fortunate Nigerians were rescued or bribed away from being killed by terrorists were few and far betwern giving that the far reaching extent of violent attacks has become ever widening, just as the Rights group said the President failed to mention the hundreds of cases of bloody killings and violence meted out to common People of the Federal Republic of Nigeria by terrorists such as the People of Southern Kaduna State who are still coming under incessant attacks not to talk of the nearly 87 fish farmers  in Magumari in Borno State massacred in cold blood by Boko haram terrorists.
HURIWA lamented that  the President failed to mention the fact that for the first time in the last 65 years of Nigeria’s independence that a CATHOLIC BISHOP by name Right Reverend Doctor MOSES CHIKWE OF OWERRI CATHOLIC ARCHDIOCESE was kidnapped by terrorists  and hasn’t been heard or seen for several days not mentioning the fact that thousands of villagers have been massacred by armed Fulani herdsmen in Plateau, Benue and Southern Kaduna State but till date not a single killer has been prosecuted.
HURIWA said the President has also done nothing concrete to change the trajectory of incessant extralegal execution of the citizens by the Police Force, a central issue that instigated the largest civil protests anchored by hundreds of thousands of young Nigerians under the aegis of ENDSARS CIVIL PEACEFUL MARCHES which was violently crushed by armed security forces on the orders of the same President who now pretends to be praising the young organisers of the ENDSARS PROTESTS MOVEMENT.
HURIWA condemned President Muhammadu Buhari for using the January 1st 2021 national broadcast to shower praises on the youngsters who took part in the ENDSARS PROTESTS when it is this same President Muhammadu Buhari who ordered the Governor of Central bank of Nigeria Godwin Emefiele through the conspiratorial participation of the weakened judiciary to take over the bank accounts of some of the organisers.
The Rights group said that even the international passports of many of these organisers were seized before been released after weeks. “President Muhammadu Buhari attempting to praise the youths for protesting against police excessive deployment of force and the deployment of extrajudicial killings of civilians and at the same time waging a crackdown on the organisers is to put it mildly amusing and deceitful so his New Year speech in which he heaped praises on ENDSARS PROTESTERS is pretentious and deceptive.
ON THE ECONOMY President stated that: “Our focus is on revamping the economy through the national economic diversification agenda that supports the primary goal of national food self-sufficiency. This has helped reduce the growing food related inflationary figures and have in considerable measure positively impacted our food security status during the long months of the pandemic lock down.”
President Muhammadu Buhari spoke further on the national economy thus: “We are also currently rebuilding our national infrastructure base and, in the process, introducing transformation through the rehabilitation, modernization, and expansion of the railway system, national roads and bridges both in rural and urban centres, alongside the airports and seaports. The reforms we have put in place in the power sector would guarantee increased efficiency in our drive to significantly expand the generation and distribution of electricity for use in homes and factories. As an administration we are currently undertaking a series of special interventions designed to boost job creation and support the entrepreneurial drive of our youths.”
HURIWA carpeted President Muhammadu Buhari for doing nothing to strengthen the value of the National currency the Naira which is currently on a free fall when exchanged with other international currencies like the United States Dollars or the British Pounds which has made local productions and other economic activities difficult to maximise productivity and profitability.
HURIWA told the President that the strategic national infrastructures of roads and electricity power are in shambles because in almost the entire lenght and breathe of the Country, the Federal Highways are in such a dilapidated situation so much so that States like Imo, Abia,Cross Rivers, Akwa Ibom are totally cut off from the rest of their neighbours due to deplorable state of the Federal Roads connecting these States.
HURIWA challenged President Muhammadu Buhari thus: “Can we ask President Muhammadu Buhari to embark on nationwide tours of these roads projects he spoke about and allow the independent and private media to show these roads to Nigerians and the rest of the World. Does Mr. President know that armed Fulani herdsmen and kidnappers are in charge of the much of these destroyed federal roads infrastructures  and are busy kidnapping travellers for ransom payments?”
On ANTI-CORRUPTION the President told Nigerians thus:  “On the anti-corruption drive of our administration, we have recorded substantial gains so far and this year, we are committed to continuing along the path of eradicating corruption, through collaboration with all the arms of Government to effectively prosecute this fight. While we would be working with the Legislature to enact laws that would strengthen this fight, we would also be looking at reviewing some of our laws which would ensure that this fight is more effective. On the part of the executive, we would ensure the diligent and timely prosecution of corruption cases, while appealing to the judiciary to ensure that corruption cases are dispensed with expeditiously.”
The Rights group said the central government is currently presiding over some of the worst case scenarios of criminality and corruption which involves corrupt procurement practices and outright theft of public fund including the Petroleum ministry whereby the President presides over as the Senior minister just as the Rights group said the National Assembly has recently indicted the Petroleum, Power, and the Nigerian National Petroleum corporation of mind boggling crimes of corruption in administration of public finances.
The Rights group therefore  reminded President Muhammadu Buhari that his administration is still playing hide and seek with Nigerians on the massive corruption allegations made against Ibrahim Magu the suspended Acting Chairman of the Economic and Financial Crimes Commission (EFCC) for which a judicial investigative panel headed by erstwhile President of Court of Appeal Ayo Salami was Constituted.
The Right group wondered why President Muhammadu Buhari instead of implementing the recommendations of the panel made after nearly 6 months of public sitting sessions decided to play on the gullibility of most Nigerians by his delay tactics of setting up another committee to study the White paper of the Ayo Salami led investigations on Ibrahim Magu and his administration of the EFCC.
The truth is that: “This shows that corruption is a way of life within the President Muhammadu Buhari-led administration.”  The Rights group said there are a lot of evidence to show that several ministers, heads of agencies of the Federal government agencies have soiled their hands in corrupt practices but these corrupt officials are usually granted soft landing by either the EFCC or ICPC including the Katsina State born Executive Secretary of the National Primary Health Insurance Agency Usman Yusuf dismissed since July 2019 for alleged fraud and abuse of Office but till date is walking free without any form of prosecution.
