In a strategic push to strengthen security, boost agricultural productivity, and expand educational opportunities in Katsina State, Governor Umar Dikko Radda, PhD, has opened discussions with top government officials and private-sector stakeholders in the Republic of Belarus one of Eastern Europe’s most advanced nations in security technology and mechanised agriculture.
The high-level engagement, which forms part of the governor’s international development outreach, is aimed at attracting long-term solutions to the challenges confronting the state, especially insecurity and low-scale agricultural output. Governor Radda, accompanied by key members of his administration, met Belarusian authorities to explore collaborations that could reshape the state’s economic and social landscape.
Speaking during one of the sessions, Governor Radda said Katsina could no longer rely solely on domestic structures to address complex challenges.
“We are here to seek sustainable partnerships. Belarus has the experience and capacity in the areas we want to strengthen security, agriculture and education. Katsina is ready to learn, to innovate and to adopt global best practices,” he stated.
Belarus has earned a global reputation for its highly structured security systems, advanced surveillance technologies, and border protection mechanisms areas Katsina State urgently needs to bolster as banditry and cross-border crime persist in parts of the North-West.
Sources within the governor’s delegation disclosed that top Belarusian defence and security companies expressed interest in providing Katsina with modern equipment, intelligence-support systems, and training for security operatives to enhance field response and coordination.
On agriculture, Belarus remains one of Europe’s most industrialized farming economies, known for its mass production of agricultural machinery, dairy technology, and mechanized crop farming. Governor Radda is seeking collaborative ventures that would enable Katsina farmers to access Belarus-made equipment, improved seeds, irrigation systems, and capacity-building programs to boost food security.
Education formed a critical part of the talks, as Belarus hosts over 300 Nigerian students, including youths from Katsina and Kano states, pursuing degrees in engineering, medicine, IT, and the applied sciences.
Belarusian officials briefed the governor on the discipline-driven nature of their institutions and their strict adherence to conservative social and behavioral norms—factors they say contribute to producing well-grounded and focused graduates.
Governor Radda is seeking increased scholarship opportunities, dual-degree programs, technical training exchanges, and partnerships between Katsina’s tertiary institutions and Belarusian universities.
A Major Step in Katsina’s Development Drive
The visit is widely seen as a major step in Governor Radda’s vow to reposition Katsina State through international partnerships. Insiders say discussions were “fruitful and promising,” with several agreements expected to move to the negotiation stage soon.
Development analysts note that the Belarus initiative could mark a turning point for Katsina if successfully executed, especially in the areas of advanced security response, commercial farming, ICT and transformative education for young people.
The visit which was facilitated by Cops Nigeria Limited, a subsidiary of Cops Belarus, one of Nigeria’s leading security firms known for its expertise in tactical training, counter-terrorism operations, and other critical security interventions came at a time when the country is in need of collaborations.
During the trip, the governor held strategic engagements with top Belarusian officials and institutions, including the National Security Academy, the Minister of Education, the Minister of Foreign Affairs, the Minister of Agriculture, and the Director-General of the Belarus ICT Centre, among other key agencies that have now entered into partnership agreements with the Katsina State Government.
As the governor continues his mission to secure and economically revitalise Katsina State, the Belarus partnership stands out as one of the most ambitious international engagements undertaken by the administration.
