As coronavirus infections elsewhere topped 87,000, surpassing China’s 80,860 cases, governments are taking different approaches to slowing its spread. Germany has closed its borders with five neighbors as European infections mount, the U.S. is moving closer to a nationwide shutdown and the Philippine island of Luzon is under strict quarantine.
